Bell to bell no cell; cell phones must be off and put away

A new state law is now in effect that prohibits the use of cell phones by any student during the school day.

For elementary and middle school students, this is a continuation of the procedures Tulsa Public Schools enforced last year that require phones and other personal electronic devices to be put away for the entire school day. This will mean new policies beginning on the first day of school for high school students where devices may not be used at all during the school day.

Why are we doing this?

Oklahoma public schools are required to restrict student cell phone use during the school day, from the first bell to the last. This is due to a new state law, Senate Bill 139, which mandates that all public school districts in the state create and enforce policies preventing students from using personal electronic devices during school hours. 

What happens if my child doesn’t follow the rule?

Tulsa Public Schools uses a tiered behavior response system. This means:

  • First offenses will receive a warning from school staff.

  • Repeated violations may result in the device being collected and a parent/guardian being asked to retrieve it.

  • Persistent or defiant behavior may lead to additional consequences such as detention, in-school suspension, or out-of-school suspension, depending on the severity of the behavior.

What about emergencies?

If you need to reach your child during the school day, please contact the school office. In true emergencies, school staff will ensure students are able to contact you. Parents are responsible for keeping contact information up-to-date with their child’s school. 

Are there any exceptions?

Yes. Students with documented medical needs may be granted an exemption from this policy if the use of a device is necessary for health monitoring or medical communication.

Please contact your school nurse or principal to discuss and document any necessary accommodations. They will reach out to the District Health Services department for guidance and support.
